The Government Management Council (ELC) commemorated Arlene Isaacs-Lowe with the celebrated 2023 Alvaro L. Martins Heritage Award all over its 2023 Annual ELC Popularity Gala on Thursday, October 5, 2023, on the Gaylord Nationwide Hotel and Conference Heart, Nationwide Harbor, Maryland.
